In 1986 he graduated Moscow Power Engineering Institute.
From 1986 till now he works in “Physics and Technics of high voltage” laboratory at the Institute of Physics of Azerbailan NAS.
In 1995 he defended a Ph.D thesis by theme: “Interaction of the nonequilibrium electrical discharges in gases with components of composite materials”.
From 1995 till now he is a chief scientific officer of the Insitute and manages by scientific-research group " Research and application of the high electrical fields and discharges in technics and modern technology ".
From 2004 he is a head of International laboratory by electrophysics.
He is a member of scientific and technical council in Institute of Physics , a member of specialized council seminar by defence of Ph.D. and doctoral thesis in scientific-research Power engineering Institute of Azerbaijan.
He is an author of many publications by complex modification of materials by means of electrical discharges and some patents.
