In 1967 he graduated the Moscow Power Engineering Institute.

Since 1967 he works in the Institute of Physics of Azerbaijan National Academy of Sciences in High Voltage Physics and Technology Laboratory which till 2000 was supervised by the outstanding scientist, founder of the Azerbaijan electrophysicists school academician Ch.M.Juvarli.

Mekhtizadeh R.N. is the specialist in the field of researches the various kinds of electric discharges in various mediums; electrophysical properties various dielectric and composite materials; development of various methods and devices based on use of electric discharges; use effect of strong electric fields and discharges on various materials for the purposeful change of their properties and also creation of new ecologically clean technologies; development and researches properties of new composite materials on the basis of polymeric and inorganic materials, etc.

In 1981 he defended the Ph.D. thesis on a theme: “The non-self-maintained discharge in the electronegative gases initiated by the detachment of negative ions in the strong electric fields” at the Leningrad Polytechnic Institute.

Since 2003 is the head of High Voltages Physics and Technology Laboratory.

About 100 published proceedings in journals of the CIS countries, the USA, Bulgaria, the United Arab Emirates, Turkey, Iran, 4 patents, 10 copyright certificates, reports and appearances at many international conferences.

In 1988 his monograph “Corona discharge in electronegative gases” (jointly with Ch.M.Juvarli and Ju.V.Gorin) was published.

He is a member of the Republican Commission “Complex problems of power engineering”, a member of Scientific and Technical council of the Institute of Physics of ANAS, a member of scientific seminars at Specialized Councils on defend of dissertations both of Institute of Physics of ANAS and À z .
